Rachel Vilsack is a Senior Fellow. She serves as NSC’s organizational expert on federal and state workforce data policy development and implementation, with a focus on the integration of workforce, education, and human services data systems.
Prior to joining NSC, Rachel was the agency performance manager at the Minnesota Department of Employment and Economic Development. In that role she led outcomes reporting for state and federal workforce training programs and served as the workforce representative to Minnesota’s Statewide Longitudinal Education Data System (SLEDS). She has 20 years’ experience in analyzing and presenting economic data to a wide range of technical and non-technical audiences, including legislators, businesses, career seekers, and students. She is a champion for data-driven policy development and data transparency.
Rachel holds a bachelor’s degree in economics from the College of St. Benedict (Minnesota) and a master’s degree in economics from Miami University (Ohio). She is based in Washington, DC.
