Rory is an Interim Sr. Program Officer at the Bill & Melinda Gates Foundation. He serves on the Board of Directors for the Campaign for College Opportunity. He was also the student negotiator for the Department of Education’s 2013 negotiated rulemaking on the gainful employment regulations.
His work has appeared in the New York Times, the Wall Street Journal, and NPR among others. He graduated from Pomona College in 2006 with a B.A. in Philosophy, Politics, and Economics, and completed a joint J.D./M.P.P. in 2011 at Georgetown University.
Rory has been a member of NSC’s Board since 2014.
