Our nation’s higher education policies were developed over fifty years ago and no longer fit the needs of todays’ students or the rapidly changing skill needs of today’s labor market. They were designed to support young, full-time students living on campus with support from their parents. Fast forward fifty years, and 70% of today’s students don’t fit the mold around which higher education policy was built more than five decades ago.

Implementing an Inclusive Economic Recovery
Congress has made significant investments in America’s workforce in support of President Biden’s American Jobs Plan. Decisions made by state and federal policymakers about how to implement these investments could deepen or help diminish structural inequities. Guided by our Skills for an Inclusive Economic Recovery framework, NSC is committed to achieving the latter. Implementing an Inclusive Recovery is an initiative to shape implementation of federal recovery investments as well as new state and federal workforce investments for years to come.
