The U.S. faces a growing disconnect between available jobs and access to the training needed to fill them. With millions of job vacancies alongside millions of people seeking work, too many businesses struggle to hire because workers lack access to affordable, relevant training. Without bold federal action, this skills gap will continue to widen.
This legislative agenda calls on Congress to invest aggressively in the skills workers and industries need for an inclusive economic recovery. It emphasizes increasing federal funding for workforce, career and technical education, and adult education programs; expanding access to short-term, industry-aligned training that prepares workers for in-demand jobs; and ensuring training is affordable for unemployed, displaced, and lower-income individuals.
The agenda also prioritizes modernizing education and training policies to better align with labor market demand, including strengthening digital skills and expanding industry and sector partnerships that connect employers with skilled talent.
