Business Leaders United 2023 Legislative Agenda

For decades, the U.S. has underinvested in its public skills training system—leaving too many employers without the skilled workers they need and too many workers without access to training that leads to good jobs. To remain competitive in a global economy, this must change.

The 2023 Legislative Agenda outlines a federal policy vision centered on expanding access to high-quality, industry-aligned training; ensuring cost is not a barrier for workers seeking to upskill or reskill; and strengthening the data systems needed to measure equitable outcomes.

Key priorities include supporting industry partnerships that bring together employers, education and training providers, and community organizations; expanding access to shorter-term credential programs and workforce supports like childcare and transportation; and improving data collection to ensure training programs deliver real value for workers and employers alike.
