Federal Policy Priorities for a Skilled America

In today’s rapidly evolving economy, a strong, well-resourced workforce system is essential for both workers and businesses. As industries adapt to technological change and shifting labor demands, workforce policies play a critical role in ensuring economic opportunity and regional competitiveness.

More than half of jobs in the U.S. require education or training beyond a high school diploma but less than a four-year degree—yet too few people have access to the training and supports needed to succeed. This legislative agenda focuses on expanding access to high-quality, industry-aligned education and training programs, paired with essential workforce supports like childcare and transportation.

By strengthening talent pipelines and aligning training with employer needs, these policies aim to address labor shortages while opening doors for women and people of color to enter and advance in high-demand fields such as construction, manufacturing, and energy.
