Implementing Workforce Pell

America’s higher education system wasn’t built for today’s students—working adults, parents, and career changers who need flexible, affordable paths to good jobs.

With the passage of Workforce Pell, we’ve taken a historic step toward changing that. For the first time, students will be able to use Pell Grants for high-quality, short-term training programs that lead to in-demand careers. It’s a major win for working people, local businesses, and our economy!

The Making College Work campaign continues because passing the law is just the beginning! National Skills Coalition is working to ensure Workforce Pell delivers on its promise — supported by strong quality standards, robust student supports, and data transparency.

NSC’s new fact sheet explains when and how advocates can influence implementation decisions. Your involvement matters as:

  1. The U.S. Department of Education shapes the rules.
  2. Governors launch the system.
  3. Colleges and training providers strengthen implementation.
  4. Advocates advance state and federal complementary policies.
