Katie Spiker is Chief of Federal Affairs at National Skills Coalition, where she leads the organization’s federal policy strategy, engagement, and advocacy efforts.  

In this executive role, Katie advises NSC’s CEO and helps guide cross-organizational planning, policy development, and national partnerships to drive an inclusive skills agenda in Washington. She oversees a broad portfolio that includes engagement with Congress and federal agencies, collaboration with national partners, and mobilization of NSC’s networks to shape and advance workforce policy. 

Previously, Katie served as NSC’s Managing Director of Government Affairs, leading the coalition’s legislative and regulatory advocacy on workforce, education, and human services policy. She continues to work closely with members of Congress, agency officials, and other stakeholders to develop bipartisan solutions that reflect the needs of workers, businesses, and communities. 

A recognized workforce policy expert, Katie has authored numerous publications and is frequently cited in national and local media outlets, including CNN, The Hill, Bloomberg, Inside Higher Ed, and The Hechinger Report, among others. 

Katie joined NSC in 2015. Earlier in her career, she served as Associate Director of the National Center for Women’s Employment Equity at Wider Opportunities for Women and held policy positions with the Institute for Women’s Policy Research, the National Women’s Law Center, and the National Partnership for Women and Families. She is a former Ford Foundation Public Voices Fellow. 

Katie holds a J.D. from Georgetown University Law Center and a bachelor’s degree from the University of Miami. She is based in Washington, D.C
