Growing the Clean Energy Sector Requires State Investments in Skills Training

In 2022, the federal government made once-in-a-generation investments in infrastructure and clean energy through the Infrastructure Investment and Jobs Act, Inflation Reduction Act, and CHIPS and Science Act. Together, these laws are fueling historic investments in broadband, transportation, manufacturing, and climate resilience—creating enormous demand for a skilled workforce.

Drawing from conversations convened by Business Leaders United (BLU) and National Skills Coalition with clean energy employers and stakeholders, it highlights the need to intentionally expand talent pipelines—particularly for women and people of color who have been historically underrepresented in infrastructure jobs.

The report outlines policy solutions states can implement to strengthen workforce systems, support industry-aligned training, and ensure these historic investments deliver equitable economic opportunity.
